About the Role

The purpose of this role is to support policy analysis and advocacy strategy development for the Country Office (CO), focusing on programmatic areas such as education, child protection, accountability, and humanitarian access. The Advocacy Manager will support advocacy and campaigns with and for children, collaborate with program colleagues, and enhance Save the Children’s external engagement. This position is key in ensuring child participatory advocacy and campaigning activities, maintaining consistent messaging, and building relationships with key stakeholders. The role requires strong strategic thinking, risk management, policy analysis, diplomacy, and negotiation skills.

Responsibilities

Support the development and implementation of the country office’s advocacy strategy, ensuring coordination across departments.
Support the revision and implementation of the Country Office’s advocacy strategy to promote and protect children's rights.
Develop key advocacy messages and identify targets based on program priorities and lessons learned.
Develop and implement advocacy objectives and initiatives, both short and long term.
Support national-level advocacy and influencing plans, involving partners and technical experts.
Maintain a strategic overview of issues affecting children’s rights in oPt and contribute to organizational strategy.
Work proactively with partners on joint advocacy, media, and communications objectives.
Support partners in identifying and addressing capacity strengthening opportunities.
Define key advocacy opportunities and targets at national and regional levels.
Support a strong power analysis of relevant actors to inform advocacy strategy.
Ensure coordination and engagement across all departments to deliver on strategic objectives.
Provide regular updates to relevant teams on campaign and advocacy progress.
Support the identification of issues affecting children’s rights through research and information sharing.
Work with teams on the development of advocacy briefs, impact studies, and reports.
Train national partners on advocacy and support their strategy development.
Support program teams with advocacy training and feedback on advocacy products.
Draft and support the production of advocacy products for country, regional, and international levels.
Ensure all advocacy messages, documents, and strategies are evidence-based and high quality.
Ensure strategic power analysis of policy makers and key players related to children's rights.
Coordinate Save the Children’s engagement on humanitarian policy issues and related advocacy.
Develop briefing papers and help navigate issues relating to humanitarian access.
Develop knowledge of local and national government structures and influence processes.
Undertake influencing activities to inform and persuade policy makers, donors, and politicians.
Support the development of systems for research, analysis, and documentation for evidence-based advocacy.
Produce or manage the production of reports, briefing papers, and presentations.
Work closely with media and communications colleagues to highlight humanitarian needs.
Advise on advocacy angles for media lines and media strategy.
Ensure children are meaningfully engaged in advocacy activities wherever possible.
Build capacity in child participation in advocacy initiatives and meetings.
Support program and operations teams to incorporate child-led advocacy activities.
Develop and cultivate strategic relationships with other agencies engaged in advocacy and policy work.
Support external advocacy coordination fora, including national forums and clusters.
Promote the inclusion of Save the Children prioritized child rights issues in relevant coalition fora.
Develop and maintain a network of external contacts with key individuals in government, donors, NGOs, civil society, and media.
Represent SC at various policy fora and advocacy opportunities.
Act as a spokesperson for SC to external audiences.
Liaise closely with ACCM staff across Member, Advocacy Offices and Global Teams to integrate policy change initiatives.
Support the analysis of how children are affected by the crisis in oPt to influence national responses and policy frameworks.
Support integration of program insights into advocacy strategy and activities.
Support integration of advocacy strategy objectives into programs.
Ensure proper planning and engagement in program proposals around advocacy activities.
Support technical advisers and implementation teams in defining thematic policy change objectives.

Requirements

University degree in Social Science, Journalism & Media or related field.
A minimum of 5 years demonstrated experience in progressively responsible positions at management levels.
At least 5 years’ experience in a humanitarian or development environment, preferably leading advocacy and policy change in the oPt or the Middle East region.
Prior management experience working in emergency response contexts or fragile states.
Significant prior experience working in advocacy on humanitarian issues, child rights, human rights, and/or development issues.
Experience of influencing and advocacy work, including policy development and information management on humanitarian issues.
Demonstrated skills in advocating towards government officials in developing countries.
Experience in developing and implementing humanitarian advocacy strategies.
Demonstrated ability to develop and lead research, surveys, and other activities oriented towards developing positions and evidence base.
Highly developed communication skills both written and verbal.
Ability to present complex information in a succinct and compelling manner.
Good attention to detail.
Fluency in writing and presentation skills in English and Arabic required.
Knowledge of child rights and international humanitarian law.
Understanding of UN and donor operations at country level.
High level analytical and strategic thinking skills.

Ability and willingness to change work practices and hours, and work with incoming surge teams, in the event of emergencies.

Experience working for an international humanitarian organisation in oPt or the Middle East preferred.
Understanding of the wider advocacy ecosystem.
Experience with programmes, programme development, proposal writing, or implementation a plus.
Experience in coordination of various stakeholders a plus.
Proven skills in media and communication work, including interviews on Radio and TV.
Experience in coaching, capacity-sharing and strengthening.
Experience supporting the development of a team.
Understanding of the issues concerning the INGO sector.
In-depth knowledge in communications, marketing and/or fundraising.
Demonstrable track record of leading change, resulting in significant results for the organisation and their stakeholders.
Ability to work outside the normal role profile and vary working hours accordingly in the event of a major humanitarian emergency.
