About the Role

Contribute to Save the Children's capacity to meet its regional migration fund response and cross-border infrastructure implementation in Togwajale, Somaliland. Provide engineering technical support for water and livelihood development programs, including assessment, design, BOQs, contractor management, capacity building, and evaluation of construction staff. Support RMF infrastructure programs and provide technical assistance to core program sectors.

Responsibilities

Provide engineering technical support for construction or rehabilitation of public infrastructures.
Develop technical designs and Bills of Quantities (BOQs).
Manage design and supervision firms/contractors.
Build capacity and evaluate construction staff.
Support RMF infrastructure programs.
Strengthen and provide technical support for Save the Children’s core Program sectors of health, Water, livelihood improvement, employment promotion and hunger reduction.
Work outside the normal role profile and vary working hours during major humanitarian emergencies.

Requirements

Bachelor/Master’s degree in civil engineering, Construction management, Architecture, water engineering or a related field, or equivalent field experience.
Significant technical experience working in an emergency response context or fragile states.
Previous experience in Water and Livelihood Infrastructure construction.
Previous experience in IGAD, AFDB, KFW and World bank project management, procurement and contract management skills.
Proven experience in Fidic yellow book contract management.
Experience of and commitment to working through systems of community participation and accountability in a RMF project context.
Knowledge of monitoring and evaluation.
Previous experience in capacity building and training of construction staff for both contractors and D&S firm staff.

This position aims to establish a strong, coordinated, and quality-assured MHPSS system across the country office.
