About the Role
As the Project Controls Manager, you will be responsible for developing the project baseline across scope, time, cost, risk, and quality for a specific area of the HS2 Programme. This includes analyzing performance against the baseline, highlighting trends or risks to support decision-making, and managing controls governance and change management to assess and manage baseline impacts.
Responsibilities
- Develop and maintain an integrated baseline across scope, time, cost, risk, and quality, tracking performance for projects and contracts.
- Manage, support, and coordinate project controls activities within the supply chain to assure the accuracy and quality of captured cost, risk, and schedule information.
- Analyze submitted data and reports, providing insights and trends on performance and risks to support decision-making.
- Manage the periodic correlation of schedule, cost, quality, and risk to drive program delivery and performance, including capturing and analyzing cost data.
- Review supply chain program submissions and update client schedules.
- Manage risks for a development or delivery area of the HS2 Programme, responding to project delays, issues, and challenges.
- Support and coordinate the change management process, ensuring baseline impacts are assessed and managed.
- Manage the coordination and communication of the Period reporting cycle, ensuring compliance and sharing lessons learned.
- Assure Project Controls Data and ensure adherence to PMO and Project Controls policies, processes, and standards.
- Provide functional line management, performance management, and objective setting support to direct reports.
- Actively promote and embed Equality, Diversity, and Inclusion (EDI) and support organizational initiatives, policies, and procedures on EDI.
Requirements
- Knowledge of one or more core Project Controls disciplines (Schedule Management, Cost Management, Change Management, Risk Management).
- Basic knowledge of baseline development and maintenance.
- Basic knowledge of Project and Commercial Management fundamentals, including cost delivery and schedule targets.
- Experience in project controls on projects/programmes.
- Experience in one or more core project controls functions (baseline maintenance, schedule management, cost performance, change management, risk management, performance reporting).
- Experience managing and controlling key Project Controls systems (e.g., Primavera P6, Prism, CEMAR).
- Experience facilitating and administering project performance reviews and presentations with stakeholders.
- Experience managing and/or influencing governance forums, including project change and investment boards.
- Must have the Right to Work in the UK.
- Must not have certain types of time-bound visas that are not accepted.
- Must be able to pass pre-employment checks including Nationality & Immigration Status, employment references, DBS, Financial, and Education checks.
