About the Role

This role involves providing engineering and related services for a project in the Turkistan Region, focusing on technical review, equipment assurance, construction monitoring, and commissioning verification.

Responsibilities

• Review and comment on EPC Contractor deliverables, including equipment specifications, datasheets, vendor documentation, drawings, and design calculations.
• Verify compliance with Employer's Requirements, technical specifications, and international standards (IEC, IEEE, UL).
• Identify design risks, inconsistencies, and deviations, providing formal comments within contractual timelines.
• Ensure all key equipment, including PV modules, inverters, mounting systems, battery systems, PCS, transformers, and switchgear, meets contractual and performance requirements.
• Monitor equipment installation at site, verifying compliance with approved drawings, procedures, manufacturer's recommendations, and HSE requirements.
• Identify and report deficiencies or deviations during construction and installation.
• Participate in site inspections and walkdowns.
• Review commissioning procedures and test protocols.
• Witness key commissioning activities such as functional tests, grid synchronization, and BESS charge/discharge testing.
• Verify performance test results against contractual guarantees.
• Support the issuance of Provisional Acceptance Certificates (PAC) and Final Acceptance Certificates (FAC).
• Identify technical and execution risks related to equipment and provide recommendations for mitigation.
• Prepare regular reports for the Client on equipment status, risk register updates, and critical issues/delays.

Requirements

• Bachelor’s degree in Electrical Engineering or equivalent.
• Minimum 7–10 years of experience in solar power or renewable energy projects.
• Proven experience in Owner’s Engineer / Lender’s Engineer / Independent Engineer roles.
• Proven experience with Solar PV projects.
• Proven experience with EPC contract frameworks.
• Fluent in English and Russian.
• Chinese language proficiency is preferable.
