About the Role

The Senior Manager, Texas Clean Affordable Power leads EDF’s regulatory advocacy in support of clean energy in Texas, representing EDF before ERCOT and the Public Utility Commission of Texas (PUCT). This role advances policy positions on generation sector decarbonization, efficient end-use electrification, and energy affordability, while also supporting legislative advocacy. Key focus areas include utility forecasting, grid infrastructure, distributed energy resources, load flexibility, grid reliability, vehicle and building electrification, and electricity rate design. The position involves collaborating with internal and external partners to develop strategy, refine policies, generate thought leadership, and amplify clean energy advocacy.

Responsibilities

Partner with directors and attorneys to set, manage, and advance project goals, objectives, strategies, and tactics for utility regulatory advocacy.
Draft administrative comments advocating for relevant priorities.
Conduct complex research and prepare analysis and written materials for internal and external audiences on legislative and regulatory issues.
Develop and critically assess policy proposals in alignment with established priorities and strategies.
Collaborate with internal partners to develop and implement effective communication strategies for clean energy infrastructure.
Influence decisionmakers through official comments and stakeholder engagement.
Understand policymaking process requirements in Texas and ensure advocacy campaigns account for these processes.
Ensure utility regulatory priority policies reflect the best legal, economic, and technical expertise at EDF.
Represent EDF at critical external venues, including conferences and hearings.
Retain and manage outside counsel in legal engagements.
Oversee production of policy-relevant analyses and factual testimony.
Build, grow, and maintain relationships with strategic partners, including environmental justice and community-based organizations.
Work with diverse coalitions to achieve strategic objectives.
Support fundraising, including contributing to proposals and growing relationships with donors.
Coordinate and collaborate across EDF and multidisciplinary teams.
Participate in advancing EDF Organizational Effectiveness and Culture (OEC) goals.
Mentor junior employees, fellows, and interns.

Requirements

8+ years of relevant professional experience.
At least 4 years of ERCOT and/or PUCT practice.
Proficiency with ERCOT and PUCT procedural rules and conventions.
Familiarity with major energy issues facing Texas.
Ability to substantively engage with major energy issues facing Texas.
Experience interfacing with a range of stakeholders, including community leaders, companies, industry trade associations, and policymakers.
Ability to garner consensus between disparate groups.
Ability to deploy and integrate science, law, economics, and advocacy tools.
Ability to recognize and build on political opportunities for progress.
Excellent written and verbal communication skills.
Demonstrated ability to effectively communicate subject matter expertise and findings to various audiences.
Demonstrated ability to effectively manage programs.
Ability to work well independently and collaboratively in a dynamic environment.
Ability and willingness to travel up to 10% of the time.
