About the Role
To lead initiatives and projects requiring senior-level support due to complexity, partner engagement, and urgency. Provide specialized expertise in Quality Improvement, focusing on industrial engineering principles, process mapping, data analysis, and public health unit engagement. Lead the development of quality improvement tools and processes for a provincial approach, contributing to the review of evidence-based literature, risk assessments, and surveys. Develop and implement guidelines, tools, studies, reports, and publications to support initiatives. Work with partners to identify gaps, strengthen systems, build capacity, and promote quality improvement in public health practice.
Responsibilities
- Lead initiatives and projects requiring senior-level support due to multiple partners, jurisdictions, visibility, urgency, or complexity.
- Respond to urgent matters in the field and provide expert advice to local authorities.
- Provide technical and administrative guidance to staff, including work schedules, task monitoring, and quality issue resolution.
- Offer advice, information, and consultation to clients on complex quality improvement, process optimization, and data analysis topics.
- Develop system survey tools, risk assessments, and analysis to support decision-making.
- Develop quality improvement and process optimization tools, resources, and reports for public health units to support provincial program implementation.
- Identify and highlight changes and developments in best practices, supporting the MOH, Health Units, and partners to ensure evidence-informed policy and practice.
- Ensure adherence to privacy requirements under PHIPA, government guidelines, regulations, and best practices.
- Provide input into the development of ministry policies, legislation, and standards through quality improvement advice.
- Develop and maintain relationships with public health units, provincial ministries, academic institutions, professional societies, and relevant organizations.
- Collaborate closely with team members and internal PHO counterparts.
- Develop and maintain strong relationships with external partners, including public health units and provincial agencies.
- Assist with provincial coordination and collaborate with health units on quality improvement.
- Provide technical and scientific interpretation and consultative advice on behalf of PHO to various stakeholders on quality improvement.
- Prepare or contribute to briefing notes, letters, speeches, presentations, reports, summaries, and position papers for senior management.
- Participate in issues management by providing technical input for public inquiries.
- Participate in committees and task forces, maintaining liaison with colleagues, MOH, other ministries, professional associations, universities, and provincial counterparts.
- Retrieve data, perform statistical analyses, conduct research, assess and synthesize results, and provide advice to PHUs, MOH, and clients.
- Conduct analyses and design reports for client use, developing or adapting new technology and analytical software.
- Perform other duties as assigned.
Requirements
- Master's degree in a field related to public health, quality improvement, engineering, or health management.
- Minimum of five (5) years of experience after degree completion in the practical application of knowledge to quality improvement.
- Knowledge of quality improvement practices/procedures to design, plan, and implement initiatives and conduct qualitative and quantitative analysis.
- Knowledge of quality improvement health practice, policy, legislation, emerging trends, and research topics.
- Knowledge of quality improvement research methodology, tools, and techniques, particularly for analyzing and advancing quality improvement across the public health system.
- Knowledge of provincial public health programs and the use of various data collection tools.
- Knowledge and understanding of privacy requirements under PHIPA, government legislation, regulations, guidelines, and best practices involving personal health information.
- Skill using various computer systems and software programs including database management, word processing, spreadsheet, and presentation applications (MS Office).
- Interpersonal, leadership, team building, and relationship building skills.
- Written communication skills to compile information and prepare detailed scientific, technical, and research reports, summaries, and presentations.
- Oral communication and interpersonal skills to respond to staff/client inquiries and maintain effective linkages.
- Oral communication and interpersonal skills to participate in the development and delivery of in-service and continuing education sessions.
- Ability to develop and implement tools, studies, reports, and publications.
- Ability to develop and maintain effective relationships with clients, partners, and collaborators.
- Ability to work closely with clients to understand their specific needs and assist in defining them.
- Ability to interact with public health units, relevant provincial/federal agencies, health care professionals/officials, and local authorities.
