About the Role
L3Harris Spectrum Superiority Sector is seeking a Principal Capture Manager to support the Networking and Data Links Solution Business Area. This role is crucial for driving the business area's growth strategy by leading new business development efforts and increasing win probability from opportunity identification to award.
Responsibilities
- Prepare information for decision gates and color team reviews.
- Oversee the execution of approved plans to drive desired outcomes.
- Lead opportunities through the Business Acquisition Process (BAP) from Gate 1 to Gate 2.
- Support proposal teams in a consulting role post-Gate 2 approval.
- Manage the capture process, recommend process tailoring, and define pursuit team activities.
- Manage spending against approved discretionary budgets.
- Form the core capture team and establish necessary consultant partnerships.
- Request resources, including staffing for pursuit development and proposal phases.
- Determine and prioritize customer 'hot buttons' and issues to inform the pursuit strategy.
- Create and validate Customer Value Propositions.
- Assess competitive position to inform the win strategy.
- Oversee competitive analysis and Black Hat Reviews.
- Determine discriminators and solution sets to validate the win strategy.
- Initiate teaming agreements and small business plans as needed.
- Plan, hold, and participate in key decision gates and progress reviews.
- Ensure completion of Technical Baseline Review (TBR), Color Teams, Proposal Cost Reviews (PCR), and Pricing reviews.
- Assist in presentation development.
- Travel as necessary.
- Conduct lessons learned and analysis.
Requirements
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience.
- Graduate Degree and a minimum of 10 years of prior related experience.
- In lieu of a degree, minimum of 16 years of prior related experience.
Skills
- Secret US Security Clearance.
- Proven track record of leading captures from opportunity identification through Gate reviews.
- Experience with Competitive assessment (i.e. Black Hat sessions).
- Ability to develop/refine pricing strategy.
- Skilled in solution shaping.
- Experience with final proposal development.
- Capable of shaping customer requirements early by engaging senior government leaders.
- Ability to influence acquisition direction.
- Skilled in building and enforcing disciplined capture plans with measurable progress, milestones and win-theme alignment.
- Established, trust-based relationships across senior government customers (O-6 level, program directors, etc.).
- Strong competency in competitive assessment.
- Strong competency in Black Hat analysis.
- Strong competency in opportunity shaping.
- Ability to anticipate competitor positioning, teaming plays and technical discriminators.
- Ability to formulate counter-strategies.
- Active Top Secret/SCI clearance, or a recent background investigation is preferred.
- Understanding of end-to-end tactical communications missions and associated architectures.
- Ability to understand and articulate complex networking and system solutions.
- Recent experience in the US defense sector.
- Skilled at architecting clear, compelling win strategies.
- Skilled at translating win strategies into proposal content.
- Proven ability to identify, evaluate and negotiate with best-fit partners across primes, mid-tiers and niche providers.
- Comfortable crafting creative teaming arrangements that strengthen solution credibility.
- Effective at leading cross-functional teams to drive a unified capture approach.
- Brings clarity, urgency and accountability in rapidly changing environments.
- Strong executive-level communication skills.
- Crisp, data-driven status reporting.
- Deep knowledge of FAR-based, OTA and CSO acquisition models.

- $146,000 - $271,000 (California, Massachusetts, New Jersey, Washington, Greater D.C, Denver, or NYC areas)
- $126,500 - $235,500 (Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont)
