About the Role

You will make visible how much the federal government actually spends on digitalization and what this means for a high-performing, democratic, and future-proof digital state. You will work at the intersection of digital policy, budget analysis, data analysis, and political communication. A focus of your work will be on our central research project "Digital Budget of the Federal Government", which we are further developing together with ZEW – Leibniz Centre for European Economic Research. At the same time, you will strategically expand the topic of digital budgeting at Agora and make our research results visible to the expert public, media, and politics. You will become a central point of contact within Agora Digitale Transformation for how the federal government plans, manages, prioritizes, and makes transparent its digital expenditures.

Responsibilities

Develop the "Digital Budget of the Federal Government" research project in terms of content and strategy.
Manage collaboration with external research partners, coordinate work packages, timelines, consultations, and quality assurance.
Analyze budget data, funding structures, digital expenditures, and federal policy control mechanisms with a focus on digitalization.
Develop policy-oriented questions, conclusions, and reform proposals from empirical findings.
Prepare complex budget and digital policy topics in an understandable, precise, and target-group-oriented manner.
Identify new research questions related to the federal government's digital budget, such as transparency, control, departmental responsibilities, investment logic, or the effectiveness of digital policy spending.
Develop smaller research projects, short analyses, policy briefs, data analyses, or debate contributions on the topic of digital budgeting.
Monitor relevant developments in the federal budget, digital policy, and fiscal policy debates, and derive thematic impulses for Agora.
Build a robust professional network with experts from science, politics, administration, and civil society.
Take a lead role in disseminating our research findings on the digital budget.
Develop suitable formats for the expert public, media, and political decision-makers together with our communications team.
Present results in discussions, events, workshops, and political expert roundtables.
Support the preparation of political discussions and briefings and represent our findings to various target groups.
Become a visible expert voice for Agora on federal digital expenditures.

Requirements

Completed university degree, ideally related to economics, public policy, public administration, political science, administrative digitalization, data science, or a related field.
Sound knowledge in at least one of the following areas: federal budget, public finance, digital policy, administrative modernization, state control, or policy-oriented research.
Experience with data analysis (e.g., Excel, R, Python, or comparable tools), analytical working style, and structured evaluation of complex information from budget documents, data, studies, interviews, or expert discussions.
At least 2-3 years of experience in project management and reliable coordination of work processes with external partners.
Interest in deeply engaging with federal digitalization expenditures and deriving political conclusions.
Desire to establish a topic visibly, take personal professional responsibility, and help shape Agora's profile in the area of digital budgeting.
Identification with our mission to use the opportunities of digital transformation to advance our democracy.
Proficiency in German (at least C1 level) in speaking and writing.
Structured, independent, and reliable work style combined with team spirit and enjoyment of collaborative work.
Precise, understandable, and audience-appropriate communication skills for expert audiences, political decision-makers, and the general public.
First experience with budget analyses, financial data, federal budget plans, or parliamentary procedures (desirable).
Experience in a think tank, research institute, ministry, parliament, association, foundation, or civil society organization (desirable).
Knowledge of quantitative or qualitative research methods (desirable).
Initial experience in political communication, publications, event formats, or media work (desirable).
