About the Role
The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives in emergencies and building a pathway to peace, stability, and prosperity through food assistance. We are seeking a Head of Field Office to lead and manage WFP South Sudan’s Field Office, ensuring effective resource management and program delivery. This role emphasizes building relationships with local authorities and partners to enhance WFP's visibility and impact in a challenging context.
Responsibilities
- Manage and lead Field Office (FO) operations for timely and effective deployment of food assistance and other programs.
- Contribute to the development of Country strategies, policies, and programs, ensuring local needs inform planning.
- Support the promotion and deployment of WFP’s corporate initiatives, strategies, and directions.
- Ensure effective management of WFP operations within the area of assignment for timely and effective food assistance program deployment.
- Effectively manage the Field Office for transparent and efficient people management and team development.
- Ensure efficient use of financial resources to achieve set objectives.
- Ensure the security of WFP staff, operations, premises, and assets in the Field Office.
- Actively participate and contribute to the Area Security Management Team (ASMT).
- Collaborate with governments and partners to identify areas for assistance and provide technical expertise for program planning, formulation, and implementation, including advice on transfer modalities (food, cash, or vouchers).
- Conduct timely monitoring and evaluation activities, providing accurate analysis and reports on WFP operations and performance.
- Forge and nurture external partnerships to improve assistance packages and liaise with local government authorities, NGOs, civil societies, UN agencies, donors, beneficiaries, and media.
- Engage with beneficiaries and inspect storage places and distribution points to ensure compliance with WFP policies and project objectives.
- Take responsibility for an equitable and inclusive workplace, incorporating all dimensions of the WFP diversity and inclusion framework.

Requirements
- Advanced University degree (Master’s or higher) in Economics, International Development, Social Sciences, or a related field, OR a relevant First University degree with additional years of related work experience and/or training/courses.
- For Master's degree holders: A minimum of seven (7) years of postgraduate international professional experience in humanitarian operation leadership in complex emergencies and broader program operations, particularly in food assistance support.
- For Bachelor's degree holders: At least nine (9) years of the above-mentioned experience.
- A minimum of five (5) years of experience managing a sub-office, small country office, field/area office, or a component of a country office program portfolio in contexts with severe access constraints and insecurity.
- Track record of building cohesive, high-performing teams, including performance management, coaching, and staff development.
- Progressive experience managing field operations for food assistance or cash-based transfer programs in humanitarian or development contexts.
- Experience in planning, launching, and managing assistance operations end-to-end (needs assessment, targeting, distribution, post-distribution monitoring).
- Experience troubleshooting operational constraints (access, logistics, market volatility, seasonal shocks, etc.).
- Substantial experience in complex field operations, in a hardship duty station or emergency is essential.
- Experience in supporting the development of complex and multi-discipline work plans to achieve organizational strategic aims.
- Experience in analyzing complex political situations, assessing risk accurately, and inputting assessments into Field, Area, or Country Office risk assessments.
- Experience participating in complex vendor/government/partner negotiations in support of strategic plans.
- Experience managing mid-size financial budgets and balancing multiple complex priorities effectively.
