About the Role

BB&E is seeking a Contracts Administrator to support the Spaceport of the Future program at Cape Canaveral Space Force Station (CCSFS), Kennedy Space Center, and Patrick SFB, with potential work at annex locations in Florida.

Responsibilities

  • Assist with planning the overall approach to meet contracting program objectives for requirements with multiple complexities.
  • Analyze complex contracting issues and recommend courses of action for long-term or short-term contracts with stringent timeframes.
  • Provide advice and assistance during the development of performance work statements/statements of work or data requirements.
  • Assist the government during acquisition planning, including market research, acquisition strategy, milestones, and evaluation criteria.
  • Assist with the procurement of complex services, commodities, and construction.
  • Review proposals and recommend offer acceptability based on financial and technical analysis.
  • Assist with post-award contract management actions.
  • Analyze and recommend solutions for unusual conditions, questions, or issues, including complex contract administration problems.
  • Assist the government with preparing contract modifications for changes in technical requirements, quantities, and options.

Requirements

  • U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required.
  • Ability to successfully pass a federal agency background check is required.
  • Professional knowledge of federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types for pre-award and post-award actions.
  • Knowledge of the business environment, including economic trends and commercial practices, to recognize programmatic/contractual impacts.
  • Knowledge of risk identification, assessment, and mitigation principles and methods.
  • Experience with ConWrite, MOCAS, and/or CONIT is required.
  • Strong written and oral communication skills.
  • Proficiency with MS Office applications (Word and Excel) is required.
  • Knowledge of Federal contracting principles, laws, and statutes applicable to pre-award and post-award actions, contract negotiation, administration, policies, and procedures.
  • Proficiency in price and cost analysis sufficient to review cost proposals, confer with technical evaluators, and determine negotiation positions.
  • Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
  • Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
  • Highly motivated, with the ability to solve problems and function as a member of a team.
