About the Role

BB&E is seeking a Construction Surveillance Engineering Technician to support NAVFAC Southeast (SE) Headquarters, Public Works Departments (PWD) and Resident Officer in Charge of Construction (ROICC) at Naval Station Mayport in Jacksonville, FL.

Responsibilities

  • Provide overall coordination of the construction quality management program for assigned projects.
  • Review and recommend approval of contractor quality control plans in conjunction with the Construction Manager.
  • Attend quality control, preparatory, and initial meetings, and monitor three-phase checklists.
  • Provide remarks on Government Quality Assurance reports, particularly on critical features of work.
  • Take, file, and distribute progress photos.
  • Validate material quantity, condition, and approval before Government invoice payments.
  • Coordinate support to review and witness testing and commissioning/certification of critical systems.
  • Assure quality workmanship in accordance with specifications and industry standards.
  • Attend and witness selected tests and review all applicable test reports.
  • Keep the Government sponsor advised on project status.

Requirements

  • A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or US Army Corps of Engineers (USACE) projects.
  • OR 10 years of verified foreman experience in one or more of the following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects.
  • Residential experience does not qualify.
  • Must complete the USACE Construction CQM Certification.
  • Must be able to stand, walk, bend, stoop, crouch, crawl, navigate across uneven ground, and climb for extended periods.
  • Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly.
  • Must be able to work both indoors and outdoors, with exposure to the elements.
  • Must be able to work in confined spaces and under varying environmental conditions.
  • Must be able to wear and use required personal protective equipment (PPE).
  • Must have sufficient visual and auditory acuity to perform tasks safely and effectively.
  • Must be able to drive company or personal vehicles to and from field locations.
  • May be required to work variable shifts depending on project needs.
