About the Role
The Programme Policy Officer, VAM/M&E, will report to the Malakal Field Office Head of Programme. This role is crucial for generating evidence to develop food security and nutrition programs and ensuring effective implementation of WFP projects by serving as the main focal person for research, analysis, and monitoring activities in Malakal Field Office coverage areas, aligning with WFP South Sudan’s strategic direction.
Responsibilities
- Represent WFP Malakal in relevant state-level technical working groups, including the Inter-Cluster Coordination Group (ICCG) and the Food Security and Livelihoods Cluster (FSLC).
- Support data gathering and conduct regular food security and vulnerability assessments, including market and emergency assessments, preparing timely reports.
- Support the development of systems and tools for assessing food security using innovative methodologies and best practices.
- Lead field office efforts to build the capacity of WFP staff, cooperating partners, and government counterparts in food security and vulnerability analysis.
- Contribute to evidence-based decision-making on program design and implementation through process and outcome monitoring and regular reports.
- Develop monitoring and review plans in compliance with WFP minimum monitoring requirements and country office norms.
- Review back-to-office reports submitted by field monitors, providing feedback and sharing key points with field office management.
- Build the capacity of WFP and partner staff through training and information sharing on monitoring and evaluation.
- Serve as the focal point for evaluations and reviews planned by the country office.
- Develop and implement field office standard operating procedures for outputs planning and reporting.
- Provide guidance and technical support to WFP Malakal staff and cooperating partners on outputs planning and reporting.
- Perform regular quality control checks on outputs planning and reporting data to ensure country office deadlines are met.
- Develop and maintain field office level dashboards for reporting outputs achievements, data entry status, and reconciliation status.
- Ensure compliance with WFP guidance for implementing a community complaint and feedback mechanism (CFM).
- Consolidate and summarize feedback into anonymized reports, reflecting data trends and issue resolution status.
- Spearhead and coordinate the implementation of the SugarCRM system for Process Monitoring and CFM intake, providing technical guidance.
- Create an inclusive work environment through respectful and constructive communication.
- Serve as direct supervisor and coach to monitoring staff and provide technical support to programme colleagues.
- Manage underperformance through regular conversations, support, coaching, and documentation.
- Ensure timely completion of all phases in PACE for supervised team members.
- Perform other duties as required.
Requirements
- Advanced university degree in Sociology, Statistics, Data Science, Social Studies, Economics, Performance Management, or other relevant fields, or a first university degree with additional years of related work experience.
- For Master's degree holders: At least one year of postgraduate professional experience with humanitarian organizations or government institutions in food security analysis and/or monitoring and evaluation of food assistance programs.
- For Bachelor's degree holders: At least three years of the above experience.
- Experience with a variety of quantitative and qualitative analytical tools and methods.
- Demonstrated proficiency in interpretation of data and statistics.
- Demonstrated experience in developing monitoring plans and implementing monitoring activities of humanitarian and development programs.
- Demonstrated experience in report writing.
- Willingness to travel to remote field locations.
Skills
- Advanced expertise in statistical software, including R and/or SPSS.
- Python knowledge is an asset.
- Proficiency in at least one data visualization product (e.g., R, Tableau, or Power BI) is desirable.
- Computer skills, including word processing, spreadsheets, and other standard software packages and systems.
- Excellent analytical skills.
- High level of organization, rigor, and attention to detail.
- Resourcefulness, curiosity, initiative, maturity of judgment, and tact.
- Ability to communicate clearly both orally and in writing.

- Fluency (level C) in English language.
- Fluency (level C) in the duty station’s language (South Sudan).
