About the Role

Leads PayPal’s AML/KYC product strategy for EU markets, translating EU AMLD, EUDIW, and regulatory expectations into scalable, customer-centric solutions. Owns end-to-end delivery across onboarding, identity verification, and compliance controls. Partners with Compliance, Legal, Risk, Engineering, and regional teams to balance risk, conversion, and speed. This is an individual contributor role.

Responsibilities

  • Drives product strategy with cross-functional stakeholders consistent with the shared vision for the product or enabling platform.
  • Plans and implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.
  • Assesses the customer experience and customer needs in product requirements and decision making.
  • Sets up data gathering mechanisms relative to the metrics that inform the success of products including usability studies, research and market analysis.
  • Leads workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.
  • Oversees product profitability measures, including budget.
  • Plans operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews.
  • Interfaces with product and technology leadership as needed.
  • Partners with content strategists, data scientists, product designers and user experience researchers.
  • Maximizes efficiency in a constantly evolving environment where the process is fluid and creative solutions are the standard.
  • Drives EU regulatory readiness, maintains trust with regulators (e.g., CSSF), and ensures scalable, timely AML/KYC capabilities—reducing risk while improving onboarding conversion and verification outcomes.

Requirements

  • 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
  • Proven track record delivering products in regulated environments, including engagement with compliance, legal, or external regulatory stakeholders.
  • Familiarity with EU AML regulatory framework, including AMLD5/AMLD6 and the upcoming AMLA Regulation.
  • Working knowledge of eIDAS 2.0 / EU Digital Identity Wallet (EUDIW) is a strong plus.
  • Champions innovative, risk-based KYC approaches — leveraging data, technology, and experimentation — to improve conversion, reduce friction, and enhance risk controls.
  • Continuously monitors the competitive landscape to benchmark and design best-in-class KYC and identity verification experiences.
  • Drives alignment across Legal, Compliance, Policy, Risk, Engineering, Design, and regional leadership to ensure cohesive execution of AML/KYC initiatives.
  • Challenges the status quo to introduce scalable, future-ready KYC capabilities while maintaining strong adherence to regulatory expectations.
  • Communicates complex regulatory and product concepts with clarity, tailoring messaging for senior leadership, regulators, and technical teams.
  • Facilitates senior-level business reviews, regulatory readiness updates, and go-to-market planning for major AML/KYC launches.
