Responsibilities

  • Develop and articulate a clear vision and strategy for risk management aligned with PayPal's overall strategy.
  • Collaborate with stakeholders to assess and mitigate risks impacting operations and assets.
  • Inspire and lead teams to implement long-term sustainability and financial stability strategies.
  • Monitor and evaluate risk exposure to ensure compliance and safeguard the organization’s reputation.
  • Provide key inputs and guidance as an industry leader to influence decision-making at the executive level.
  • Own Onboarding across consumer KYC, including identity matching, document verification, liveness/selfie flows, and watchlist screening.
  • Develop models and policy for synthetic identity and bot detection and mitigation at the point of application.
  • Design step-up verification and govern thresholds for onboarding friction for consumers in PayPal and Venmo.
  • Establish 1st party abuse and scam frameworks to mitigate loss severity and limitations, including early lifecycle monitoring for new accounts and portfolio management.
  • Implement account takeover detection, including login anomaly scoring, credential stuffing defense, and session behavioral biometrics.
  • Define MFA and authentication strategy, focusing on enrollment rates, SIM swap detection, and passkey/FIDO roadmap.
  • Implement account change controls, including cool-down windows and re-authentication gates for high-sensitivity field changes.
  • Develop and manage compromised consumer account response playbooks (freeze, notify, restore, loss recovery).

Requirements

  • 12+ years relevant experience.
  • Bachelor’s degree OR equivalent combination of education and experience.
  • 12+ years in financial services fraud, identity, or trust and safety.
  • At least 5 years in a senior leadership role.
  • Deep experience operating KYC programs to mitigate stolen identity and bots at scale, ideally within a regulated financial institution or large payments platform.
  • Hands-on experience with identity proofing technology (document verification vendors, biometric liveness, knowledge-based authentication).
  • Demonstrated ability to build and lead strategy teams.
  • Ability to provide feedback and directions to detection science teams.
  • Experience managing the tension between onboarding friction and conversion.
  • Fluency in false positive cost measurement.
  • Experience working with Product and Engineering organizations to build out fraud risk systems and implement fraudulent strategies to manage user profiles.
  • Familiarity with account takeover threat vectors including credential stuffing, SIM swapping, and session hijacking.
  • Preferred background in financial institution (bank and wallet), large-scale consumer identity platform, or trust and safety at a major technology company.
  • Regulatory experience with OCC or CFPB examination processes is a strong plus.

Salary/Compensations

  • New York City, New York: $218,000.00 - $323,950.00 Annually
  • San Jose, California: $218,000.00 - $323,950.00 Annually
  • Chicago, Illinois: $198,000.00 - $294,250.00 Annually
  • Additional compensation may include an annual performance bonus, equity, or other incentive compensation.
