About the Role

The HR Advisor Senior-Process Improvement plays a critical role in standardizing and strengthening HR processes across the department. This position develops clear SOPs and desk manuals that support consistency and accuracy in daily HR operations. It leads workflow mapping and process analysis to reduce inefficiencies and enhance service delivery. The role also manages and improves the department's HR SharePoint and knowledge management systems to ensure reliable access to HR resources. This position will partner with HR and departmental leaders to implement cross-functional process improvements. It also creates training and change management strategies that support successful adoption of new workflows and tools. Overall, this role helps ensure HR operations are streamlined, well documented and equipped to support a large, growing workforce.

Responsibilities

  • Provides management and employee groups advanced journey-level professional human resources (HR) support on a broad range of HR issues and decisions.
  • Responsible for the implementation of services and programs in one or more areas of HR.
  • Collaborates and serves as strategic partner with senior leaders and management on HR programmatic analysis, implementation, and administration providing operational oversight, advice, and analytical support.
  • Manages and resolves complex HR-related issues and provides solutions to programs and processes, monitoring implementation of agreed upon actions until the problem has been resolved.
  • Advises and influences management in making sound HR-related decisions.
  • Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
  • Interprets and provides guidance on, and interpretation of, applicable systems, policies, procedures, strategies, process work flows, and regulations; and monitors compliance with policies, regulations, laws, and program objectives.
  • Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
  • Provides training to managers and supervisors on HR topics and procedures.
  • Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
  • Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; and develops, monitors, and implements information tracking systems.
  • May provide leadership, work assignments, evaluation, training, and guidance to others.

  • Demonstrated Human Resources experience.
  • Demonstrated experience developing and standardizing HR Standard Operating Procedures (SOPs).
  • Demonstrated experience designing and maintain comprehensive desk manuals and process documentation.
  • Demonstrated experience administering and maintaining SharePoint sites.
  • Experience collaborating with cross-functional stakeholders (Internal/External HR, Department Leadership) to ensure processes and ensure adoption.
  • Experience developing and delivering HR trainings and change management strategies for new processes.
  • A detailed, complete City of Austin employment application is required.
  • This position may require a skills assessment.
  • This position will require a pre-employment Criminal Background Investigation (CBI).
  • Austin Public Health employees must comply with the department’s immunization policy.
  • Proof of having had certain vaccinations is required for employees that work in an environment that involves face-to-face interaction with pregnant women, infants, children, STI/TB clients, immunocompromised clients, and clients at high risk for TB on a routine basis.
  • Use of tobacco products and/or e-cigarettes is not permitted on any City of Austin worksite- including construction sites, parking lots, garages, or in personal vehicles parked on the premises.
  • If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties.
  • This position requires a Valid Texas Class "C" Driver's License.
  • External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite.
  • To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
  • If the same or an additional vacancy occurs within the Austin Public Health Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool.
