About the Role

This role is critical given the significant policy momentum and capital investment in the U.S. critical minerals industrial base, including $8 billion from the One Big Beautiful Bill Act and upcoming bans on Chinese rare earth magnets in the defense supply chain. The Head of Government Relations will own Solcoa's government-facing strategy and report directly to the CEO, ensuring the company capitalizes on this environment.

Responsibilities

  • Own Solcoa's federal strategy across the executive branch, Congress, and relevant agencies.
  • Build and maintain relationships with key policymakers, staffers, and operators.
  • Pursue and structure government-backed financing and procurement opportunities.
  • Track and shape trade and industrial policy, including China export controls, allied-sourcing frameworks, and defense supply chain rules, to create commercial advantage.
  • Engage at relevant state and local levels, including California.
  • Collaborate with the Business Development and lobbying team to convert policy momentum into customer wins.

Requirements

  • Early-to-mid career professional with experience in federal policy, lobbying, or government, ready to own a function.
  • 5–10 years in federal policy, lobbying, or government, with experience in the executive branch (DoD, DOE, Commerce, USTR, NSC, NEC), Congress (SASC, HASC, ENR, Natural Resources, Select Committee on China), a top think tank (CSIS, CNAS, SAFE), or a critical-minerals-focused government affairs practice.
  • Working knowledge of DPA Title III, OSC, DFARS, and DoD critical-minerals contracting processes, including key contacts and diligence requirements.
  • Founder's instinct to build a function from scratch and prioritize deal closure.
  • Strong, defensible point of view on China, critical minerals, and the defense industrial base.
  • D.C.-based with willingness to travel to Alameda facility monthly.
