About the Role

The Procurement Manager leads an operational sourcing and purchasing team, managing unmanaged category spend, executing tactical sourcing, and driving efficient procurement operations. This role oversees a team of one full-time employee and four contractors, ensuring procurement requests align with SLAs, internal controls, and stakeholder expectations. The ideal candidate possesses strong leadership, operational discipline, supplier engagement, contract administration, and continuous improvement expertise to enhance procurement throughput, reduce cycle times, ensure purchasing compliance, and improve operational visibility. This role has 5 direct reports and will be key in enhancing and developing new ERP (Oracle Cloud Fusion) and Contract Life Cycle Management (Agiloft) systems.

Responsibilities

  • Lead, coach, and manage a team of procurement buyers.
  • Establish performance expectations, workload prioritization, and operational accountability.
  • Monitor procurement queues and purchasing activity for timely execution of requisitions, orders, supplier onboarding, and contract routing.
  • Drive consistency in procurement processes, documentation, and stakeholder communications.
  • Manage day-to-day procurement activities for unmanaged and non-strategic category spend.
  • Support sourcing, quote collection, supplier negotiations, and purchasing execution for indirect spend categories.
  • Support PR/PO creation across all spend categories.
  • Ensure adherence to procurement policies, approval workflows, and delegated authority.
  • Partner with business stakeholders to facilitate efficient procurement intake and resolve purchasing bottlenecks.
  • Draft, review, and coordinate Statements of Work (SOWs), purchase agreements, amendments, and renewals with Legal and stakeholders.
  • Facilitate contract negotiations on commercial terms, pricing, service levels, deliverables, and risk mitigation.
  • Ensure contracts and SOWs contain clear scopes, performance expectations, milestones, and acceptance criteria.
  • Drive timely contract execution and workflow progression to meet operational SLA targets.
  • Develop, maintain, and enforce operational SLAs and KPIs.
  • Support the development and operationalization of a PR/PO control tower capability.
  • Partner with IT, Finance, and business stakeholders to establish reporting, dashboards, and workflow governance.
  • Produce operational reporting and dashboards to measure team throughput, service performance, compliance, and stakeholder satisfaction.
  • Identify root causes of delays and implement corrective actions to improve procurement responsiveness and efficiency.
  • Lead continuous improvement initiatives for procurement workflows, cycle times, stakeholder experience, and operational efficiency.
  • Identify automation opportunities and partner with IT and business stakeholders to improve procurement systems and tools.
  • Standardize procurement templates, playbooks, intake processes, and operating procedures.
  • Develop and implement process metrics to drive accountability and operational maturity.
  • Support procurement transformation initiatives and operational governance programs.
  • Serve as an escalation point for operational procurement issues and supplier concerns.
  • Support supplier negotiations on pricing, lead times, commercial terms, and operational performance.
  • Build effective working relationships with internal stakeholders to improve procurement adoption and compliance.

Requirements

  • 5-7+ years of experience in strategic or operational procurement, sourcing, or category management.
  • Experience developing standards, policies, and standard work.
  • Experience leading a team.
  • Experience developing procurement reporting, SLA management, and operational dashboards.
  • Experience developing RFPs, RFQs, and RFIs.
  • Strong financial acumen, able to validate savings with finance.
  • Excellent supplier relationship management experience.
  • Experience developing basic cost models and vendor benchmarking initiatives.
  • Exceptional strategy development skills.
  • Experience negotiating multi-year professional service contracts.
  • Strong analytical, problem-solving, and project management skills.

Salary/Compensations
