About the Role
The BSAFE Program Manager improves the holistic health and wellbeing of Black households by increasing access to health and social services, supporting spiritual and cultural activities, strengthening social networks, and providing healing opportunities. This role focuses on early identification and intervention for families facing trauma, depression, addiction, housing instability, and mental health challenges. The manager will oversee the "One Door" client intake process and resource referrals, direct staff collaboration for health initiatives and case management, and implement outreach and engagement activities to achieve equitable community wellness and stabilization goals.
Responsibilities
- Supervise, direct, and coach two BSAFE Case Coordinators.
- Ensure alignment and collaboration among BSAFE staff, Community Resiliency Programs Team, and BTWCSC staff.
- Maintain effective two-way communication between management and frontline staff.
- Conduct and facilitate staff development training on culturally-affirming, trauma-informed service provision.
- Ensure BSAFE Program operational needs are met, providing staff with necessary technology, workspace, tools, and structures.
- Implement and maintain high-quality BSAFE programs and services for community wellness and stabilization, including mental health, intensive case management, cultural gatherings, preventative health screenings, educational wellness, and community support groups.
- Manage and coordinate BTWCSC staff hires, vendors, and subcontractors for service provision and programming.
- Ensure BSAFE Program operations function within approved budgets and grant contract parameters.
- Provide excellent customer service, address client complaints, and offer follow-up staff training.
- Support organizational outreach and engagement strategies and partnerships within the Fillmore/Western Addition and District 5.
- Manage BSAFE Program integration across Community Resiliency Programs for streamlined resource access.
- Manage BSAFE programming and service coordination, including therapeutic support, wellness programming, and intensive case management.
- Facilitate psycho-educational groups.
- Track and manage client intakes, assessments, and service management plans, ensuring confidentiality and compliance.
- Support the management and tracking of client referrals and service linkages to partner organizations.
- Support the BSAFE Program’s intensive case management caseload, monitoring progress, timelines, and financial distributions.
- Identify and provide emergency crisis services and interventions.
- Maintain biweekly or monthly care coordination meetings with staff, practitioners, and providers.
- Initiate, develop, and vet strategic partnerships with mission-aligned organizations and stakeholders.
- Develop knowledge on policy and advocacy issues related to economic justice, housing, and public health and safety.
- Represent BTWCSC in policy-level projects addressing needs of underrepresented communities.
- Track invoices and receipts for BSAFE program expenditures.
- Compile timely and accurate data for grant contract and regulatory compliance.
- Support data gathering and monitoring efforts, including annual program surveys.
- Maintain a secure, HIPAA-compliant database.
- Familiarity with Medical Billing and SFDPH Reporting and Compliance Systems.
- Perform other duties as assigned.
Requirements
- LCSW and/or MSW highly preferred.
- Demonstrated knowledge of mental health, social, and cultural needs of underserved communities and the historical and contemporary impacts of racism and structural inequities.
- Demonstrated experience with trauma-informed systems of care and providing racially and culturally-responsive services for diverse populations.
- Lived experience with Black/African-American communities, communities of color, navigating housing insecurity, and/or the justice system preferred.
- Deep understanding of social and racial issues and commitment to championing causes that serve low-income and communities of color.
- Direct experience working with vulnerable and diverse populations.
- Current CA Driver’s License, current auto insurance, and a clean driving record.
- Current CPR & First Aid Certificate (renew every two years).
- Current Immunizations (TB) (renew every two years).
- Clearance Child Mandated Reporting.
- Ability to move 35 pounds safely.
- Ability to remain in a stationary position during shift.
- Does not indulge in illicit drugs or alcoholic beverages before or during work hours.

Experience Level
- 4+ years of clinical social work experience in a supervised setting OR 5+ years experience in community health, direct service and/or intensive case management.
- 2+ years of demonstrated experience leading, coaching, and collaborating with a team.
Education Level
- College degree in social work, public health, community development or similar.
Salary/Compensations
- $90,000 to $95,000 annually
