About the Role

This role focuses on delivering complex infrastructure programs, leading cost, procurement, and contract delivery from feasibility to completion. It involves providing end-to-end cost management services across diverse sectors, applying advanced technical expertise for robust cost planning, control, and reporting on new and ongoing commissions. Responsibilities

  • Accountable for feasibility studies, advising on procurement strategies and contract selection, and undertaking procurement reports.
  • Utilize expertise and apply value management techniques at project inception.
  • Manage estimating and cost planning activities, including presenting the final cost plan.
  • Supervise the preparation of contract documents, warranties, bonds, and licenses, assisting formal execution.
  • Advise on the administration of building contract terms.
  • Accountable for measuring work valuations and ensuring effective cost checking and valuation.
  • Ensure adequate cost control and reporting services during the contract, producing and presenting monthly post-contract cost reports to clients.
  • Identify all costs associated with design changes, contract awards, construction activities, and client charges.
  • Oversee and engage in evaluating claims for delay and additional costs from contractors and subcontractors/suppliers.
  • Provide comprehensive advice on issuing certificates of making good defects and final completion.
  • Advise on issuing certificates of practical completion and ensure final accounts are negotiated and agreed.
  • Manage a team of Cost Consultants, providing guidance, direction, coaching, and performance management.
  • Deliver improvements in systems and processes, driving transformational change.
  • Provide mentoring and training to team members.
  • Share technical, functional, and domain expertise to upskill capabilities.
  • Develop and maintain internal and external relationships.
  • Identify and implement continuous improvement plans and key business improvements.
  • Work collaboratively towards net zero carbon transition, identifying and managing associated carbon emissions and reductions.

Requirements

  • Demonstrable experience delivering service excellence to clients.
  • Proven experience in cost planning, budgeting, and estimating.
  • Sound understanding of work costs, timescales, and implications of delivery risk.
  • Knowledge of BIM techniques and applications.
  • A degree in quantity surveying/cost management (or equivalent).
  • Professional membership (e.g., MRICS/RICS or equivalent).
  • Sound knowledge of value engineering, life cycle costing, contract law, and construction contractual frameworks.
  • Proficient knowledge and expertise in a specific sector/market relevant to the project/role.
  • Comprehensive understanding of present-day issues such as Sustainability, Social Value, and Carbon Reduction.
