About the Role

Responsible for interviewing, testing, and referring applicants for clerical, technical, administrative, and management positions throughout the company. This role requires considerable skill in interviewing techniques, a good knowledge of all clerical and specialized company functions, a basic understanding of the company's organizational structure, and extensive knowledge of personnel policy, procedure, and federal and state employment laws. This position reports to the Director of Human Resources.

Responsibilities

  • Process job requisitions.
  • Develop and implement high-quality recruitment methods to attract top candidates.
  • Maintain a network of contacts to identify and source qualified candidates.
  • Manage the internal transfer process, including screening, interview coordination, and offer letters.
  • Extend contingent job offers.
  • Maintain the employee referral program.
  • Handle clerical aspects of employment, such as completing forms and notifying departments of start dates.
  • Develop recruitment materials.
  • Ensure the PCHAS website is current with all open positions.
  • Develop and coordinate the internal job posting program and write job postings.

Requirements

  • Bachelor's degree in human resources preferred or high school diploma with 7 years HR experience required.
  • Two years of full-cycle recruitment experience is required.
  • Valid driver’s license and risk-free driving record.
  • Willingness to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and child care/elder care disqualification list screenings.
  • Ability to submit fingerprints for state and FBI review as requested.
  • Pass a pre-employment drug screen.
  • Pass a pre-employment physical with no communicable disease evidence.

  • Ability to analyze variables and recommend effective courses of action for the agency.
  • Ability to make effective decisions under multiple deadlines.
  • Ability to relate and interact with people at all agency levels in a culturally competent manner.
